Kalutara is the administrative capital of Kalutara District, Western Province, where the Kalu Ganga meets the sea on Galle Road (A2), about 44 km south of Colombo by road. The town is governed by an Urban Council and sits on the coast between Waskaduwa immediately to its north and Katukurunda to the south-east.

Kalutara has been a river-mouth trading town since Portuguese, Dutch and British times, when it was a centre for the cinnamon trade, and its skyline is still defined by the Kalutara Bodhiya, one of the saplings of the sacred Bo tree at Anuradhapura, and the hollow white Kalutara Chaitya beside the bridge, one of the few fully hollow Buddhist stupas anywhere. Richmond Castle, an early-1900s mansion at Palatota about 2 km from town, is open to visitors.

Coastal Line trains reach Colombo Fort in about 49 minutes, and by road the journey is roughly 44 km. There is no Southern Expressway interchange in Kalutara itself: the nearest is Dodangoda, about 17 km away. The Kottawa-Dodangoda stretch of the expressway, unrepaired since it opened in 2011, was approved for reconstruction in September 2025, so until that work finishes Galle Road remains the main route through town and can be congested at peak times.

Schools include Kalutara Vidyalaya (1941), Kalutara Balika Vidyalaya (1942), Tissa Central College and Holy Cross College, and the Teaching Hospital Kalutara at Nagoda, together with the smaller New Philip Hospital, serve the area. An Arpico supermarket and the town's public market cover everyday shopping, and Calido Beach, the strip of shore between the river and the ocean, is the main open space along with the riverside grounds around the Chaitya. Katukurunda, just south of town, has a small airfield used for flight training and occasional motorsport, but no scheduled passenger flights.

The main current infrastructure project affecting the area is the approved reconstruction of the Southern Expressway between Kottawa and Dodangoda, covering the stretch nearest to Kalutara; the contract was awarded in September 2025 and work has not yet started. New residential developments in and around Kalutara are listed further down this page.

Kalutara tends to suit buyers who want a coastal district-capital town with its own schools, a teaching hospital and established shopping rather than a purely residential suburb, along with second-home buyers drawn to the river-mouth and beach setting within a manageable drive or train ride of Colombo.
